Bike Bag Handlebar

Neighbors child (age 4) took my daughters (age 4) ....? motorbike
and when her older sister (age 6) was returned, the tassels had been torn handlebar and handlebar bag attached princess had disappeared. My husband spoke with the mother twice asking for the bag again. She said she has seen the bag in home and return it when he gets a chance. It's been over a week and nothing. It is my daughters first bike. Cry for your bag every time we go outside and see that the apartment house. What I do now? I do not want to be dramatic, but I am tempted to threaten her with a report of theft from the police. Input Type appreciated.
Just take my daughters and go hand directly to the apartment house. Just say sorry, but my daughter has been really new every morning from her purse, can you please get it for her now. It is a year in April. old and she should know what its like.
